I think this sort of conspiracy theories is just a typical example of counter-intelligence used to conceal the truth. If you do a patent search on patents from Raytheon and haarp, particularly those filed in 2007, you would most likely find another version of the story.  Perhaps, one would better understand how the corrupt financial system works globally under the control of elites, if he/she decides to dig in further.
