Yes, agreed!
The ionosphere is the flip side of the proverbial 'Earth/atmosphere/energy' coin that Tesla talks about, the other side being the Earth (ie; ground connection).

As Wesley said earlier in a post last week, it is height of the condenser plate in relation to ground which determines the potential of the system.

As such, it is a system at work we seek to tap into, and this 'system' is in-separately composed of two extremes, the farthest reach of the atmosphere and the Earth.
