I think we should examine this case closer.

There is no doubt that this device is made by Ruslan. Many questions arise. What the court was about?
Who is Penov? What is his motivation? Why the heck someone to sell a fake device and then drug the customer in to court? Isn't it the opposite that usually happens?

If Ruslan is a faker then this is true also for Stalker and all the other guys that we follow on this. Same with Dally.

Yes it is sad story but also reminder about always to be careful not to take stuff until is proven working.
The whole story from Sergey videos in short:
1) Somethere around 2015 Ruslan sold free energy device to Sergey Panov;
2) Sergey Panov brings device to Lithuania and realizes it does not work as claimed;
3) After countless times of asking Ruslan to come into place and fix device Sergey Panov makes case in Latvian court;
4) There was multiple threats exchanged by both parties. Ruslan initially claimed to exchange device to new "improved" version instead of fixing and later tried to force Sergey bring device back;
4) In year 2018 Latvian court decision was in favour of Sergey Panov on basis of non-delivered goods as promised. Which is working free energy device;
Also the part of decision was made to allow Sergey Panov keep device and recover his money paid from Ruslan;
5) After this court decision Sergey Panov starts digging into device parts and finally makes full schematics/etc. Then realises about what the cut wire on relay switch was for;
6) Sergey Panov makes video of device and fakes it working (with live hidden wire attached to relay switch);
7) In the long video of Sergey Panov he explains about that part.

It is a kind of a shock after all those years. What the rest of free energy community says about that? Is it just Ruslan? Or the same applies to the rest of the guys? What someone can expect from the others if Ruslan fakes his own devices? What about Acula? Dally? Isn't it rational to suppose that the whole OU story just doesn't exist?
I agree with you about Penov's bad choice. I mean buying something without knowing if it works or not. But this story harmed the whole community and not only Penov. We need explanations. And the most of important we need something to believe so to continue working on this subject.

What about sueing Ruslan as community? It would be a good paradigm for others who have the same unethical intention.

The moral of that story for FE researchers is to never take any OU claimed device report or video demo at face value.
