As I'd rather use the components that I already have, such as the IRFP240N mosfet, and TC4420 driver, which can take the signal off of my TL494 circuit.
   I understand that the PLL circuit did not lock on as expected.

indeed the PLL circuit did not work properly with me.

You can build a Kacher driver using a MOSFET which has a buildin synced gate pulser using the diagram shown by Alien above (in the red square).
You can use your IRFP260N MOSFET and the TC4420 MOSFET driver you already have.
You will need the pulse logic build around the 74HC132 chip.

One advantage is also that the Kacher secondary is directly grounded in this setup.
You can start with 24V on the drain of the MOSFET and step it up when needed.
