The trouble with videos is that they can be faked with ease.

I wonder how much sodium polytungstate costs. It is x3 the weight of water. I have sent off an email to enquire.

Also, would it work with ball bearings, lead shot or even sand which is very dry?

Water always tries to be at bottom most part.  So, lever length at the bottom (center to bottom level of water) is more than the lever length at the top portion (center to top level of water) making moment at the bottom portion greater than moment at top portion.  Obviously  it cannot work.  Level of water at left and right sides will be equal.  So the moment is cancelled off.
