It's a very ingenious design.
So it works in theory by leveraging a weight for about 45 degrees of crankshaft rotation while the remainder of the time the weight against the crankshaft is constant.

I wonder why there is no video of it running?

If you move around a bit, you can almost see the machine inside the building.
