I believed that there would be forces striving to stretch the rubber bubble in order to increase the capacitance of my makeshift capacitor. water simply acts as a capacitor plate. Electrical conductivity is not a problem. Mercury would be even better. :)

I don't understand where these forces come from, if inside and outside there is the same water. Why are you not satisfied with an ordinary electrolytic capacitor?

Of course you know the condom can not expand if the water outside of it has no place to go.
Looking at your photo, where can displaced water in the bottom of the flask go to? It looks to be sealed to the neck at top and bottom.

Valves are open ,water inner and water outside opens for the atmosphere.
But changing  level of water doesn't sight.

Similar to how a dielectric is drawn between the plates of a charged capacitor.
In an effort to increase the capacitance, and reduce the energy of the capacitor. IMHO.

Let's imagine a model that would probably work.
When I experimented with highly purified deionized water and high-voltage ceramic capacitors sawn in half, I wrote that when an alternating voltage of 10 - 15 kilovolts 20 kilohertz (approximate numbers) was applied, the water somehow swelled. Not much.

Hm I do not know.
Probably if you make a multilayer capacitor from your material, many layers less than a millimeter, and each electrode and water, then it will somehow change in length when a high voltage is applied. Probably get something like "synthetic muscle" for the robot.
