Battery Help

Sorry for not knowing, but I don't know where to ask these questions. I have been watching this forum for a long while and thought I would just ask my questions here and hope that someone might answer them.

First of all, from all of the info that I have read over the last two years or more from every sort of "free", "solar", and every other sort of energy forum, I seem to get mostly confusing info on charging batteries. Sometimes someone almost says something useful, but then cuts short of actually being definitive. Here are my main questions.

1. Can you charge batteries at any voltage under 14.4? Some articles say that a battery doesn't care what voltage they charge at. We know that a battery start to boil at certain levels, but does anything under that level hurt the battery? And will it completely charge up?

2. If you charge a battery under 12.6 volts constantly will it hurt it? Some articles say you don't have to have a regulator if you don' t overcharge the battery, but how much can you consistently put in one before it hurts it. One of the reasons for pondering this is because of the nature of solar panels. When the sun starts down then the voltage starts down. This apparently doesn't hurt anything, so why not make an alternator that puts out lower than 12.6 and let it charge all the time??? Would that hurt it?

3. If you charge the battery at under 12.6 and keep the amperage down under a certain point? , could you keep charging it without hurting it.

I have other questions but will wait for answers here first.

I think that for the battery to be charged the charger must produce voltage above the charged battery.

I can be wrong though.
