It is using the same method as Cook patent however still there is transistor , neon ,diodes = limiting factors.
Input 100Hz full rectified wave from cheap power supply, output 5khz oscillations on top on 18V DC. Effect : voltage can be raised up to 80V, and neon is lighting. Very similar effect to DrStiffler SEC, however circuit is different and this kind of RF seems harmless (at least at that level of voltage and frequency)

As you probably know Bedini SSG is only one bifilar coil.... crossed by the transistor

Now, starting reading "Lords of the ring" thread I must confess that you have a simple tool to see level of RF radiation. This is NEON. I use it extensively to adjust sweet spot on my Bedini mod to obtain the highest voltage. Well.if you see neon lighting dull orange the level of radiation is quite low, but if this is red or white it may be dangerous. IMHO somone should build a device to measure RF this way using neon and some spectrometer.Or maybe Geiger counter will work...

   If we strip the frequency parameters from these light descriptions will an event even occur.  What was observed at the mirrors first.  The xray or the infrared.    The stars are said to be millions of lightyears away.  To hell they are.  There right there as energy inputs to the rods and cones on my retina.  How fast is the speed of the absence of light?

i know the tpu is a relay switch  be it what ever means you make it 



start it with a magnet as sm does....

or a battery or a cap or a bbq igniter
