Just a little info......

Hemp or cannabis (they are the same thing) comes in a variety of sub-species types. Sativa - native to N. and S. America, Indica - native to the Mid East, and Ruderalis - native from middle Russia to upper China. It is a close botanical relative to hops (Used in beer for flavor these days, but was originally added for its preservative properties).

About the oil........

You can get hemp seed oil from pressing the seed which was primarily used for lamp oil (being second only to whale oil for that purpose at the time).
The resulting leftover seed cake was the prime ingredient in the much historically maligned "gruel" served to prisoners and indigents paradoxically being a more completely nutritional diet than the more well to do of the time enjoyed, as it is better than the soybean for complete nutritional content.

This is not the oil the YouTube video is talking about (although it is reported to have interesting possibilities for bio-diesel and cooking).

The video is showing chemical distillation of the plant to strip everything out of a mature plants leaf and flower material using heat and solvents like alcohol. It is a crude method and very dangerous because of flammability and incomplete solvent removal risks. Its black color is because of this process.

The "honey oil" other members have mentioned is manufactured by the use of the solvent properties of a supercritical gas like the liquid butane in lighter refill canisters to strip only the crystalline resin, which is the highest THC containing part of the plant, while leaving behind most other chemicals in the plant matter.
Other more benign gases like Carbon Dioxide are used this way for essential oil (or perfume) manufacture, but is very expensive because of the high cost of machinery used for the high pressure necessary to compress CO2 to the density needed for super-criticality.
The clear honey color is a result of this process.

Since the video shows the chemical distillation, it (the active curative agent) might not be related to THC at all. This extraction type is getting everything from the plant (and maybe changing it since there are long periods of heat treatment involved) instead of just a few elements.

It is illegal in most countries and carries a stiffer penalty than drug use or selling because it is a drug distillation or purification process and until laws change we'll probably not see any research into which particular element of the plant it might be that could have a curative effect for cancer.

The last part is humorous. They feel it necessary to still condone the plant by saying "These novel compounds have been specifically designed to be free of the psychoactive features, whilst maintaining anti-cancer action." That's like saying "we stripped the oxygen from water but it's still water". I don't know why people see the psychoactive effects as a side effect. First of all you can abuse anything, second of all these psychoactive effects actually promote more brain activity which people lack these days  .

The removal of any component of the plant is to defy nature...and removing mind altering properties is to remove an important mental aspect of the curative effect.
