I pulled 2 capacitors just like that out of an old audio amp..  They had 3 pins and I first thought it was to just hold the large cap on the board, but it had a charge to it.  I can't help with the no current question.   Just be careful with them.  I had 2 of them explode on me, very easily.   They were louder than a firecracker.
