You are right about the black body radiation although the filament is not ideally black (but that's a minor detail).

Black body radiation is related to its temperature.
If "the wires do not have electric current" what do you think heats up the bulb's filament?

Gas particles (ions?)  inside bulb are kicking filament, Tesla said so.

IMHO The reason for the white noise - electrostatic induction. After the spark gap in an electrical circuit appears nonperiodic wideband pulses. As soon as the emission spectrum of white noise  is close to thermal noise spectrum, rarefied gas in a filament lamp begins to glow. A similar effect can be obtained at the output of high-frequency generator.
