Check it out at www.mns-pc.com.? Not too sure about the theory but it looks possible from a layman's point of view.

Too many moving parts. Frictional forces  :'( Adding a drag to it will only hasten it's rest state. which is exactly what their doing with the belt tension. Good luck. But a prototype will be it's undoing as a free energy device.
