Fake as can be.

You can tell by:

The cheap makeup used
The fact that the "alien is on the bed " a common method for pulling off this prank as the rest of the bed allows for the rest of the body to be hidden.
The limited mobility of the head suggests this.
The actor too is terrible constantly looking at the fake limbs to make sure that they are moving in accordance with the puppet like movements.

This is one of the worse fakes I have seen personally they don't even hide the body inside the bed it is most likely on the side of the bed note how close to the edge of the bed the actor is horrible just horrible.

With so many things just not kosher I would say this is one of the cheapest hoaxes played...

And chicken wire fence to boot??? What a great way to cage something that is going to be as heavy as a dog if not more have you ever seen a dog vs chicken wire fence it wins nearly every time.

Have a look at this:

Is this a fake or genuine ?
Wow, crap, I don't know, since I have little experience with such things.   This is obviously from Spain or a Spanish-speaking country.   Okay, I'd have to see it again at another computer for a better view with better sound available.

Any english language report about it ?
I studied Spanish in high school.   The descriptive YouTube replies indicate their reaction is similar to these guys here.   They are generally either stumped of don't believe what they see in front of them on the TV screen.
I'll have to look at this later and try to formulate a rather more complete opinion.

I'm merely a theoretical electronics engineer/technician for now, since I have no extra money for experimentation, but I was a professional electronics/computer technician in the past.
As a result, I have a lot of ideas, but no hard test results to back them up---for now.  That could change if I get a job locally in the Bay Area of California.

and I agree the post for the top subject video is more than likely fake.

Alright, I've looked at the clip again:
The written descriptive material is indeed in Spanish.   However, at about 1:16, elapsed, to about 1:18, elapsed, there's a written sign in what appears to be Arabic and also a woman saying something about 'sexo' which is "", in Spanish.
(The probable gov't-controlled/politically correct software automatically deletes and censors the word S-E-X from the paragraph.)
Odd, about the 'sexo' part and I don't read Arabic.   But, the Rock of Gibraltar is in Southern Spain, and this leads me to believe they got this   whats-it   in North Africa, since the men in the background are actually speaking Arabic.   (I hear Arabic from moderate Muslims in San Francisco, and I'm Jewish, anyway, so I think I might know something about this.)

Also strange, when this thing speaks it has a voice I might characterize as that of a woman.   Honestly, that's what it sounds like, AND the lips move in exact timing with the voice, as I see it.   The issue I have is that the voice is deep, not high pitched like a human midget's would be because a midget has short vocal cords that make the voice high pitched.   A human giant has a deep voice because he or she has long vocal cords that deepen the voice.   That's not the way this whatever-it-is would sound theoretically to me.

I might look at the clip again and try to figure out more if I can.
