It is parametric resonance circuit. The left side gives high frequency and high voltage in Tesla coil, the right side gives capacitor charge then added inverter to utilize AC coming over resonant LC. Also this can be tuned to mix 2 frequencies in way where high frequency voltage goes over low frequency current. Nope and I do not recall any akula0083 style here. Someone else may have been playing around on parametric resonance with this. Also I know guy who had alot experience with that too - tiger2007

This UNKNOWN person whom design that circuit likely knows how to transfer power efficiently.

I am more curious about the center piece in yellow.Is it a long copper rod or something close.
Menofather mentioned something about HV streamer disappear once LC is tuned properly around C2 and C5 area....
After which current remain or drop likely this current drop could be referring to hv driver circuit stage once streamer disappear.
