Yes, pure voltage generates energy in form of a spark. But normally pure voltage should not do that.

Voltage is _charge pressure_ . It results from repelling charges trying to get away from each other: the more like charges you pack together, the higher the voltage is. (And also unlike charges attracting: hence "tension" as a synonym for voltage).  The _energy_ comes from whatever you did to pack the like charges together (or separate unlike charges), and is returned like releasing a stretched or compressed spring. A spark is not energy, voltage itself is not energy. You can think of voltage as the tension or pressure in the spring -- coulombs of charge, relative to some reference; and you can think of current as the rate at which that tension or pressure is released -- coulombs per second.
