Strange though,     I did see a video on youtube where, think it was Germany they used metallic plated barrage balloons  for energy and while the test was going on they didn't have any violent storms or hurricanes tornadoes ect.

Storms and hurricanes are not a prerequisite for the expression of energy from the "Earth Capacitor system".
A lightning discharge is an expression of that same energy performing work..............
The energy is ALWAYS present, only needing to be harnessed.

This is precisely what Wesley was inferring to last week in his posts.

To break it down:  look at it as a complete circuit, one in which the electrons flow between the charged poles: ie, Earth and Ionosphere.

Don Smith had the idea to cause a disturbance in the field and then harvest the electrons thru the Earth connection....... no need for a long extension cable to the sky because the SAME electrons flow between the two charged poles due to the potential difference.

Well, atleast it sounds good in theory......
