The concept is known for over 50 years but was mostly ignored due to  energy cost vs  average income of population.

The reactive (inductive) component can be reduced by adding a capacitive load (generally a capacitor bank) near the motor. The capacitive load is also expressed as reactive in nature, but it uses the current 180 degrees out of phase from the inductive load; thus, a canceling effect occurs, shown in Figure 3. A properly sized capacitor bank could bring the power factor from 0.78 (θ old = 38.73 degrees) to 0.95 (θ new = 18.19 degrees), resulting in a reduction in current of approximately 18% based solely on the power factor improvement. Each kVArh of reactive energy passing through your electrical system produces superfluous line losses and higher energy bills. Permanently installed monitoring devices can quantify these losses and offer additional savings opportunities within the facility.

Applies only to  rapid mechanical changes in torque utilization of electric motors e.g milling machine or lathe when  bit is taking  heavier cut.

flyback transformer  has small gap from one or both sides of ferrite core and that serves as  temporary energy storage.
Mechanical flywheel used to store mechanical energy  converted than to electrical energy  was used for over century  to compensate  rapid  load conditions.

It applies mostly if not only to  inductive and capacitive reactance changes and mainly in motors.
So instead of total stupidity  of uneducated public paying for  few capacitors few thousands dollars we as FE community should understand that simple mechanism.

Again .. every commercial activity needs to HAVE 100% PROVEN PERFORMANCE AND 0% OF DOUBT
Every non commercial approach can have a lot of mistakes and no one will complain.,
and only the magician knows his own tricks to make money on it.
that is general rule governing this field.

  Well, good. Even though Verpies may notice the #3 pin left open and no dead time control, but, maybe it does have some dead time control. 

Dead time control is all you have because on the Pinoytech PCB the TL494.pin4 is connected to VR1 and both of the error amplifiers are disabled with pins 1,2,15,16 so the pin3 doesn't do anything in that configuration.
