what i'm wondering is - what exactly is a tesla cone? and how do you make one? The rest of the setup seems simple enough to make - assuming you can get someone to custom manufacture you a magnet with conicle holes in it... anyone know where to get something like that mad up?

This describes a conical coil wrapped around a cardboard form.  The form has an iron tip.

The magnet should be manufactured and then the holes filled with iron filings before magnetizing... they are removed after magnetizing.

The hardest part - for some (including me) will be finding the natural harmonics and then designing the flybacks to power the thing.

Who is set up to custom-make a 2"x2"x6" neo magnet, with those indentations?

A neo magnet that size is darn *dangerous* to work with - go to http://www.fieldlines.com and read about some of the mishaps with magnets that have occurred (and those were with 2"x1"x1/2" magnets for use making wind generators).

I suspect that whoever wrote up this paper, has never made one of these devices, because you can't buy the magnets off the shelf, and DIY-making the magnets is an expensive proposition. If you want to learn how to make your own neo magnets, go read through the archives of:
