After reading the first page or two... one thing to note is that the inventor describes -

"The Input and output physical positions may vary slightly from magnet to magnet, however in general these points are at the magnet center, 1/3rd along each end of the length of the magnet?s apposing North and South poles."

- this is exactly right, as you can see by magnetizing a piece of wire with a car battery.  By placing the piece of wire on top of and perpendicular to a copper rod that is connected between the two poles of a battery - the wire must be placed with it's center in contact with the rod.  It will not work to place it with the end (last 1/3) in contact with the wire.

So, right off, I'd say this may be more than bullshit.
