Bessler's Toys Page again ...

I have an animation of a wheel that I designed and am planning to upload it here to see what some of you think . Then instead I started thinking of Bessler's Toy page and what he may have been trying to hint at . This is what I came up with :
I have often thought of a rotating wheel with a somewhat "stationary" rolling weight at  bottom to control the other weights within the wheel . The idea is as the weights pass six o'clock the "extra" weight rolls over their "lever" and cause them to rebound upward as they pass and thereby "push" against said stationary weight . The reason I have dismissed this idea in the past is because the coiling of the weight lever ( if it is spring driven ) requires some energy and a balanced wheel ( which is what we have to assume is required since if we knew how to create and unbalanced one we would not be trying to invent one ) with just a slight push cannot provide that energy . Another alternative to this idea is to position the driving weight below the other , lifting it as it passes or alternatively one weight to lift , another to press down . Does anyone understand what I am describing ? I'm saying that if the weights within the wheel are effectively "glancing" off some heavier weights in a balanced wheel their "falling" and effective "resonance" could possibly be made to drive the wheel . Thoughts ?

That wasn't very technical of you . I meant : thoughts on the concept suggested , you could have easlily , with just slight restraint reserved that spot for someone with an opinion or input . :(
