I used an adjustable power supply that gives the output voltage and amps.  When a 1.2 ohm load was applied across the output and measured with a typical DVM, the load power was about the same as the power increase required to run the drive motor.  The drive motor is a high effeciency brushless DC motor.

The coils were wound in typical torroidal fashion (the hard way).  The core is p/n 130 http://www.alphacoredirect.com/index.html?lang=en-us&target=d3.html that was cut in half (1" thick).  The magnets are 2" x 1/4" neo magnets.  I made the holding studs from 1/2" aluminum rod and the nuts are non-magnetic stainless steel.

Have You tried other resistances because every device has it's inner resistance
and if load is matched with that resistance than the output efficiency is maximall - higher or lower load resistance than that gives much lower efficiency. Shouldn't You try some variabile load and make grafical representation of input versus output energy...
In fact this is common mistake in measurement of possible FE devices.

Yes, I tried several but according to the patent information the load had no effect on the drive motor's power input which is absolutely incorrect.  Also, the Kromrey convertor built by John Bedini used LESS power when shorted than with no load.  These are not supposed to be a harmonically balanced systems like the Steven's device.

Have you tried differently distanced magnets from core. seems to me that magnets are too powerfull
for the core so back flux (when load is connected) can not stay in the core
