Mercury has a potent toxicity.  Mercury exists in the environment.  And unfortunately more of the stuff is pumped into the environment by coal fired power plants every day.  It is also present in all fluorescent lights, older thermometers, and insanely in some gimmicked kids shoes.  Since environmental mercury is not attributable to mass deaths or widespread autism we know that some amount of mercury is tolerated by at least most of the population without those dire results.  Ergo no matter how harmful exposure to large amounts of mercury is, (and it is very harmful) one cannot logically conclude that any non-zero amount of mercury causes dire harm.

Even water, fundamentally necessary to sustain life has a toxicity.  Witness the poor mother in Sacramento California a few years back who died as a result of drinking too much water during a contest to win a Nintendo Wii for her kids.
