Chris the misunderstand here is, he is saying the charge always exists, what you interpret as the slight 'recharge' is a slight in-balance of that charge.

he's (correctly i believe) saying the energy is always in the field.

i think he's right, and consequently the same must be correct for an 'induction' coil. (the mirror twin of a capacitor)

as it is spacial, and this is proven correct as when you disrupt the field you get 'workable energy' (which is really just a movement of a field)

Once these paragraphs are grasped, it is amazing to see what is actually being said here! The Universe's Fuel is Endless! Its Electromagnetic in Nature. It can be Tapped by Polarising the Energy or Quanta into a Coherent State!

What is this Coherent State, how does this work?

Once in this state, the moving charges initiating steady states of the electromagnetic field are opposed by opposing forces equal in magnitude and opposite in direction and a property of the space field. Thus, the moving charges on the electrons that excited the space field into being surrounding the electromagnet are not moving as a source of current flow, but lock the quanta in a coherent state of potential magnetic energy whose effects are evident and energy is there to be converted by unique hardware i.e. the Space Flux-Coupled Alternator.

If you would like some advice, before you build anything at all, I suggest you study in detail How and Why an Electric "Generator" Works. This knowledge will be the most useful information you can obtain. Perhaps in your entire life.
