This motor has it's brushes not at 90 degrees to the field poles centerline "offset". My other motor has them directly at 90 degrees.
This is an observation that exposes many nuances of universal motor's operation.

The angular phase offset of the brushes determines whether the rotor will spin at all when powered by DC while the stator coils are disconnected, because in such mode the rotor can be only attracted to the stator.  With disconnected stator coils, repulsion is impossible unless there is some magnetic remanence in the stator.
When the stator coils are powered then both repulsion and attraction of the rotor are possible, depending on the phasing of course.

At some point even the Wesley Gary effect can occur, when the stator poles are slightly magnetized in such manner that they repel the rotor.
