All fine and good. However, set your generator to 100mV down in the much more challenging levels you are actually working with and try again.

Done that after i shot the video. SG and Scope line up just the same,but the DMM starts to read lower RMS value's below 4oomVRMS

The problem with this method is that it tends to ignore/hide any error their may be with the measured 10R3 resistors, which would also affect the Pin. 

I suspect your 10R3 measurements are a bit high.

I just did that,and the meter flicks between .1 and .2 ohm's-->so no where near 1 ohm.
Dont forget this error(if there is one)must also be accounted for on R1-not just R2. So if R2 is a higher value than that indicated,and the P/out is less than indicated,then R1 is also a higher value by the same amount,and thus the P/in also decreases.

Or it is somewhat inductive. Measurements are at DC. What does it measure at 3kHz?
