Yes, I see what youre saying.

Toroidal devices do work, my very good friend Wistiti invented the POC Toroid, the: Anti-Lenz effect of Юрий Лиховид also uses the same concepts.

I must say, my friend Wistiti is the Inventor of the POC Toroid!

The Core just acts to contain/direct the Magnetic Flux (Φ) and then we can see this as Magnetic Flux (B), Flux (Φ) per Unit Area, which then can be seen as Gauss, or Tesla. One Gauss = 79.58 Ampere's per meter
