I bet it just under 1Amps and not registered by meter set to higher range. I can do it easily with my cheap China multimeter set to 10A range when I have 40mA consumption.

Those inline wattmeters are designed for 50Hz/60Hz sinewaves, and also require a
minimum voltage to work as well, since they are typically powered from the input waveform.
If your input waveform is some waveform shape and/or frequency other than what the
wattmeter is designed for, the wattmeter may not be able to make any reading, but that
doesn't mean there isn't any input power. Without being able to see on a scope what the
input waveform to the wattmeter looks like, you just can't tell what is really going on there.
