Hello Chet,
from directly view you are right,the MEMS-TAR is not an Owen Barker development,but based by Oscar Fellows !
The point is that the Barker concept is not "special solar converter" related,there is the conceptual freedom to use each other kind of radiation conversion in Barkers "radiation chamber idea" and the TAR is actually the best solution from my opinion !

But propably there is the need to begin with that material (conventional solar cells) that is comercial available than to dream about the perfect final solution !
