Well unless you have actually read the book, naturally the 'prelude' is not going to tell you the key to building what he presents or nobody would buy the book.

Does a homopolar gen with the mag ring spinning with the copper disk have any drag on the driver motor when the gen is loaded?

As you have highlighted in red, of which seems to be your point of contention, do you disagree with that there would be no drag or as he says bogging down when current is drawn from the gen?  If so, what is it dragging against if the disk spins with the magnet together?

As to how to get higher voltages from it than is known, I suppose one would have to buy the book and actually see before slamming it beforehand.
