Hi Tom,
Unfortunately, it is your hand movements which keeps up rotation but you put this like this:

   'Powerful attract and repel forces are causing slight hand movement.' 

I accept that powerful attract and repel forces are involved between the rotor and the stator but your hand again contributes to add the extra pushes for continuous rotation and this is not intentional from you of course. 

Please make a rigid mechanical support for the stator magnets you are holding in your hand and see whether rotation is still maintained.
