Your analyses is correct as far as it goes, but you don't have all the information. Not everything has been made public.

The self rotating hydrostatic engine was developed by John W. Keely of mid 1800's. It was shown to have rotating valve creating water hammer internally with about 50lbs force generated. it was shown with flywheel, adjustable timing, and would saw wood as power take off on end shaft. (Name- Hydro Pneumatic Pulsating Vacuu Engine.) A Large and also small brass model were built. Patent application readable notes all match.

It's time to throw in the towel on this.
The variable position check valve needed for this to work has too many problems with it and the seals I have are inadequate.
It's too much trouble to continue so it's getting shelved so I can get on with other things.
