In my experience the only time there is no wind from the boat's perspective is when sailing downwind, and top speed is limited to the actual wind speed.

Sailing off the wind you will always feel the wind, and boats that can sail very close to the wind can actually move faster than the wind. Their own movement adds to the wind.

It does seem like you would have to sit still though to best harvest the wind.

But wouldn't you get the most wind power into your wind turbine if you were as stationary as possible?

Please dont mix Properties of a air balloon with a Sailing drive.
The Solution is quite easy.It depends on the direction,that you move.
"Wind"discribes in this case" mobilised Air"
If one move with the the wind,isolation occures.
If one is not moving with the wind,then the wind is able to work.
