Re that chapter 7

The thing about Tesla is that he was mad when he was older.

He was brilliant but slowly life got to him and his backers deserted him as his ideas became more, well the word is weird and Tesla died broke.

Unfortunately sorting out his good ideas from his delusions is not easy.

Some of his ideas dismissed as madness probably deserve a revisit.

Chapter 7 talks of big outputs from aerial plates involvong high voltages, clearly this was never so.

It is however the case that harnessing cloud charge (as different from lightning strikes) has some merit and choosing appropriate ridges has a secondary benefit of water harvesting.

TATE, Joseph : Ambient Power Module ~ Tate's Ambient Power Module (APM) converts radio frequencies to usable electrical power (albeit only milliwatts) sufficient to operate clocks, smoke alarms, Ni-Cd battery chargers, &c. The APM also can provide early seismic warning (earthquake preparation generates RF), and it acts as a proximity detector for ships & structures.

I've been looking at this device and thinking about constructing it (somehow). It doesn't look all that difficult really. Instead of using the power to register/record the frequency, why not use it in some other way.
