That is actually a battery charger, a begenie circuit.  


What really happens when a battery is being charge?


= it just reseparate the charge, making a sucking action of electrons from the positive side and forcing them go back in the negative side.
note : no power being used from the source in the secondary but force effect that makes separation. got it?.

It could be used to make electricity if the ram pumped water into a holding tank then ran into a pelton wheel to turn a gen.
Solar during the day pelton wheel at night or when the tank was full.
The ram pump requires a specific terrain and water supply but it is doable.

Unless the water from the pelton wheel were used to feed the ram pump
