Seriously I find it an interesting idea, but I don't see an advantage to it. The size of a hurricane is much to large and the size of the device would have to be so large it would be totally impractical, and most likely become a toy for the hurricane. I use to be in the US Coast Guard and so far the best way is to get out of the way, build on higher ground and less wind resistance in the design of the structures.

Airplanes fly thru hurricanes and they do not become toys of the hurricane.
Think of this machine as a high powered fighter jet only a lot bigger.

  How bout a machine to make a hurricane.  Take a core and put it on a lake.  Deflect eyewall currents through turbines.   Provide vertical ouput tunnel and torroidal shear hood.   Should keep turbines spinning until lake surface temperature is lowered.

Tesla had a proposal to kill tornados by blowing up the central spout. Apparently,
if the central column is severed with explosives, neither the lower nor the upper
portions will survive.

As for making them, remember the "tornado in a can"?
