and it seems to be a transformer with a one wire secondary coil ?
So the rod through the center of the coil together with the loop
to the bulb works like a one turn secondary coil ?

I think if anyone is going to test that circuit they'll need more than just that schematic.  There are no values for transistors, capacitors and even some symbols that could be a number of devices since they are not standard electronic schematic symbols.  It's a start but way to many variables there without more info.
