The author explains in somewhat jargon language how he thinks the "gravy train" production and disbursement of energy occurs in those types of devices. In Kapanadze's case he thinks the method of amassing that "gravy train" energy is known from the works of Tesla:

Nikola Tesla has aimed at obtaining maximum energy at the output of his device and that's what his resonance transformer, TT. happens to achieve -- the length of the input high-voltage coil of that transformer, HV, is one quarter of the resonant wavelength. In such a case at one end of its length, the left end, the voltage at maximum current will be 0V while at the other end there will be maximum voltage but minimum current.

Now, one very important fact is to be noted -- free energy begins piling up in the primary coil of the TT. The maximum of the voltage depends on many factors, including the way the primary coil would be excited which is the pivotal problem in this discussion, while free energy would pile up  only upon "accelerated" excitement of the circuit (Fig.1).

Further, because the secondary coil of the TT participates in the resonance the dumping of the free energy isn't straightforward. Tesla has added to that secondary coil a line transmission as a load treating it as an antenna. The adding has to occur further than the 1/4 of the resonant wavelength, for the secondary coil, as said, takes part in the resonant contour (see Fig.2). Because resonance will be affected it would be incorrect to connect load to ground. Therefore, the load has to be part of the secondary circuit.

This is exactly where Kapanadze's solution kicks in -- he applies as a load long gas-discharge lamps. These lamps become part of the circuit, the voltage at their ends being held at 220V, while maintaining the charge-discharge current is low which doesn't require substantial grounding (Fig.2).

Another variant Kapandze applies is one patented by the late S.V.Avramenko. In that approach everything is the same as above except for the spiral waveguide used instead of the gas-discharge lamps. The latter plays the role of a primary coil of a resonance transformer of discharge.

More thoroughly the above is discussed in the book by D.S.Strebkov entitled «Резонансные меÑ,оды передачи и применения элекÑ,рической энергии», 2008г. which can be found on the net.

An interesting fact has been mentioned at the end of the text regarding D.S.Strebkov, the author of the above book and who probably holds the priority of the method applied by Kapanadze. It is claimed that he is part of president Putin's team of experts tackling the energy problems of the country. Because of that the above-discussed peculiarities are somewhat subdued in the book.

Anyway, seems that in the world of free energy everything rotate around the Tesla works. And if we count that he had opposed to Einstein theories, and he believed in the existence of ether (his kind of ether not the actual meanings of it), I believe we have to rethink the entire our world.
