The female journalist asks him what is actually being shown, why is it important and what's new in it. The gist of his reply is that it's a device which works autonomously producing 5kW after firing it up with 40W. Then they go on discussing the political aspects of the problem and Kapanadze thinks this device is the solution to the energy crisis. He says has brought this to the attention of the President and the Prime-Minister of Georgia to no avail.

Kapanadze also says that this is Tesla's invention and he dedicates his work to him. His contribution, he says, is only to find the resonance conditions for the primary and the secondary coil. Kapanadze gives credit also to some Melnichenko who has found that too.

Kapanadze says he wants to leave the country because he finds no understanding and support from the government, lead astray by their scientists. He gives an example of an earlier invention he's had of a water-driven automobile. The former government paid no attention to it and gave him no support only to find out a Filipino person has later patented the same device.

When asked what exactly is the secret he says it's in the conditions for the resonance between the two coils and he can't reveal that before it's patented which he can't do (doesn't even know how much it costs to patent it) for lack of funds. It would be pennies to patent it in Georgia but he doesn't trust the system and would only do it abroad where he thinks he'll have a better protection.

He then shows what's on the table -- the device, a converter, an accumulator and a rectifier. This 5-6kW thing, when in production, he estimates, will cost no more than $300-$400. After a sound gap  he explains that the President of Georgia has visited him and has given ten days to the energy minister for a report on the matter. However, something happened obviously, someone said something and who knows what the report was but after those ten days instead of showing signs of support they sent someone, an astrophysicist, to meet with him. Kapanadze explained to him that he has an education of an architect but hasn't worked in architecture for 27 years, so he considers himself uneducated. However, that astrophysicist shouldn't consider himself educated either since he hasn't been in physics for a decade and a half, only working in politics. To confirm his incompetence the astrophysicist accused Kapanadze that he is stealing the energy from the water tap in the yard. To prove that's not the case he asked the Prime-Minister to hold the water tap with one hand and touch ground with the other. Nevertheless, the astrophysicist insisted that the experiment be done in his office which Kapanadze declined.

He has sold his property to fund his experiments and now he's renting the place we see in the video where he lives with his family (probably that's his daughter in the background, nodding when he talks about family matters). The scientific community in Georgia, however, say they are are categorically not interested in this because there is no such thing. Many of these scientists say that if that's such a good thing he should already be abroad. He'll be a celebrity there.

1uF Oven capacitor is TOO big to be part of LC oscilation!!!  it would give very low LC resonance frequency and quater wave would be very long hmm
maybe inside box there is smaller capacitor hmm

I think 1uF is fairy good value.Now only we should know is the arrangement. I bet it's just Tesla igniter patent. Look the rate of discharge of capacitor, not possible with that 50W from small battery, but fully available when there is a coil in arrangement similar to Tesla igniter patent.
If you haven't seen it yet, Tesla igniter patent or ozone patent are actual implementation of parametric oscillator or "child on swing" (well actually there is one symmetrical patent of Tesla which even more near the ideal"swing" action, but igniter and ozone patents are fairy near)
