I mentioned before the 4 weighted wheel. it's posted in here. What might allow it to work is using stops. Basically a paddle a weight can hit when it rolls out at top right. The paddle would have a lip that the wheel catches. this would allow the wheel to rotate as much as possible in the over balanced position. After something like this, it only gets harder.
There is also Milkovic's 12x. I posted how something similar would work with his water pump. It's in the last page or two.

A water mill will do the work. You need a waterfall and a turbine with a generator on it.  Let's say for example that you have a flow of 20 litres per second with a head of 12 metres. Put those figures in the equation and you will see that: 12 x 20 x 9.81 = 2,354 Watts
