You sure that plastic tape is so harmful for coil? because akula and ruslan have also their kacer wrapped in plastic tape and seems to have no issue with that.
The plastic tube which coil are winded on have not a similar influence on coil Q factor? it is from plastic also. 
As a fact I have a layer of plastic tape underneath coil also for turns not to slip and stay in place. It is also harmful ?

  Good question.  My guess is that  because Tesla's wide white and flashing Aetheric steams are not just the same as what we know as normal HV RF.  Or, are at different frequency altogether, with no current going anywhere, but, having high voltage. Our small and weak replications may not go there. Example, Joule Thief with a feed back circuit.  Still at normal HV, RF. no amplification effect, not able to self run.
But, there is no mention of mixing, modulating, or heterodyning, two different frequencies, at all. Nor does Kapanadze mention anything about that, as well.
  Did you read the suggested information. You'll probably find the answer there. But, you're assuming that electric meters will read the frequency of Tesla's Aether streams. Which may not be compared to our smaller table top models of the "Tesla Coil", at all.

I have pondered this very piece of evidence myself quite often.

You don't suppose there is an operating Wardenclyffe tower in that region do you? 

Its conceivable but IMO its more likely that there is a network of guys out there who have a common objective and I'm sure its not aimed at helping free the people from the oil barons.

   Yes, if that really is the case. But, no spark on the spark gap on that Ruslan's latest video, brings up some questions, doesn't it.
Kapanadze may have gone to the electronic components route, as well, instead of the spark gap. As Hoppy suggests. To please the spark gap idiots he places the false spark gap.  Or, maybe the SG is steaming, but not with a normal visible streamer that we all know and love. Who knows...

  We don't know at what frequency Tesla's aether streamers were at, nor any other detail.  Or do we?  But, he does mention that you've got to tune for the right frequency, to get the amplification effect. Nothing about mixing frequencies, as with high voltage low current with high current low voltage. As is the akula/ruslan devices.

   The question remains, as to what is the difference between that type of Tesla Transformer, and it's safe white thick aetheric streamers, compared to just our normal everyday HV oscillator/coil devices, and their much smaller purple/white flares?
