At the end of the day  you can not  show me 600W tungsten based filament to  light  up to any brilliance using 1W output certified  generator  made in USA by Americans and not frickin Chinese garbage.

You clearly don't get it! Without good measurement you cannot be certain that a fault or other condition was not present that resulted in the bulb consuming more power than the FG could supply.
