Might be, but then why Tesla coil according to Tariel is shaking ether yet producing very high frequency which need to be stepped down ? And in low frequency high voltage circuits are there any OU effects ? I don't know, I have no experience with HV low frequency.

In my theory electrostatic field is very high frequency oscillations of air and ground electrons done exactly by the same method of lowering frequency of ether however lowering not much, only to some degree so it become visible from ether background.
