This happened with my Argon Discharge Tube experiments: 
No matter what load I put across the output, the input power level never changed. 
This indicates that the output does not come directly from the input,
but from tapping into the reaction created from the input.
IN the Argon tube, I put DC current across the plates until the Argon broke down. 
The breakdown produced an AC wave.  I filtered this wave through 'an AC' capacitor in series with the output.
This only allowed the AC wave to pass to the output, but stopped the DC. 
Maybe the Coax. cable others suspect is functioning as the filter Capacitor which stops DC and only allows AC through.
If that is the case, then any type of HV cap would full fill this condition.  Coax just provides a cheap 6KV capacitor.

The coax cable is present in the green box device as well as in the
aquarium device (3rd coil).

Hmm, interesting.  Also there is more surface area with the braid(shield of coax) than a copper pipe for skin effect.  So the coax is a primary winding.
