I would like to give my impression of this wheel which is obviously fake as shown, or perceived.
If the magnet is attracting the steel ball then this cannot work and is fake.

However, if the wheel is non-magnetic except for two disks that the steel ball rides on and the magnets poles are actually N to one plate and S to the other plate, then the magnet does not directly attract the ball but a spot on the disks is more magnetic and attracts the ball.

This effect is totally different than the magnet attracting the ball. The ball pulls to the spot on the disks and is pulled by the disks not the magnet. The magnet is only attracted to the disks and has no preference of any pull direction and does not affect the rotation of the wheel.

Just a thought  ;)
