If i were to make this i would replace the 3 caps with coil capacitors
Throw the resistors away and use smaller tuning caps in parallel to each
of the coil capacitors. (these are just coupled 1:1 inductors, usually made from pancake bifilar pairs)


you aim for the proper inductance to resonate at the 3rd harmonic
then adding parallel capacitance can tune the frequency by increasing the impedance


you could drive the circuit consuming almost no power

Doesn't work well at higher frequencies. Every single RC must shift frequency in 60 degrees.
Using three separate adjustments doesn't make sense.  What is frequency  used in Flanagan"s device?
