Ok heres deal 1.2 is not volts
its hz the coil was self oscilating to overlimit ac voltage continously
sorry had cammera problem during that 
but then the 60hz coil fills with frequency
traped by the casing it essential fills the gaps
because the power does not go thru wire but around it
so they merge to 1.2 which there is no
1.2 volts in complete loops so that tells us
that we just doubled the hz
120 hz by some mathmatical
manipulation we took spirals and
completed the double hz now

For what purpose are you tuning oscillation?
What do you mean by tuning?
Do you want higher frequency?
Do you want 369Hz?
Do you want to connect a negative DC to the positive side of the coil, then polarize it through the negative side?
Then add a "spiral square wave" that creates a secondary ground.
What is a spiral square wave? I cannot understand it by the explanation in your video.
Then you hope this will loop back into the beginning and start making energy?

You can tune the frequency by rectifying the 60Hz AC with a bridge rectifier. Then connect a capacitor in series then a small load to ground. The capacitor will be charged with DC and therefor alter the 0-level. So now you got a new AC component over the load which contains a bunch of harmonic frequencies. You can then make a LC circuit that is tuned to any given frequency equal to n x 120Hz (2 x 60Hz ater rectifier). That would be for example: 120Hz, 240Hz, 360Hz(Pretty close), 480Hz, 600Hz, 720Hz, 840Hz, 960Hz, 1080Hz, 1200Hz, 1320Hz, etc, etc.
