Please note, the electrostatic HV source is the closed circuit there and the step down coil is used as open end between discharge and the ground. All charge exchange(pumping effect) is happening over electrostatic way.
In Kapanadze style devices the HV source is the Tesla coil running in the resonance and the grenade coil used to receive external charges to amplify current.

for such a big footprint at home?

You can ignore multi-meter readings in the video. It is just indicator of induced voltage over coil there. In fact, usually you won't get any current going from/to the ground in any conventional closed circuit.

The important bit there is how you mix two different currents inside wire in the open system where the closed loop is the part of it. Also there is fundamental thing what makes electric current in the wire and this is where it gets interesting when you inject/attract additional particles into circuit.
