Wow.  This is generally a microwave RF balun, but can be modified to take in a pole mounted wire pattern for an antenna.
NOTE:
This holds true for just about any coax cable balun system.  The patterns are transferable to a pole or possibly a balloon.

Hey Jerry,
I remember a couple, I think, that look similar.  They would have been used mostly for tuning RF antennae or radio/radar detection section input.

And, toroids, with their unusual electrical properties figured heavily in the designs.  Only a very few were circular coils.

Occasionally, your spacecraft propulsion design descriptions crossed my mind as I researched this information.  I don't know whether any of these patents give you, or anyone else, inspirational ideas, though. 
They're here to look up for those who're interested.

Re-edit:
Here you go with an easy one:  Plauson's #1,540,998 has a circular setup mounted on suspended balloons.  It probably wouldn't work, especialy on a gusty day, but I'm sure he thought it was a good idea.
