equivalent of the ground are supercapacitors on 2,7V/100-2000Farads, low voltage is not a problem because they are used primarily as a low potential and high current source just like grounding. in this case Nikola Tesla's method very reminiscent to the energy source of extraterrestrial ships because resonance as the energy source (reactive power) is transmitted via one wire (in a open circuit) to the load (by one way or another) that is connected to a supercapacitor (ground) I think that this technology can be used as an energy source for EV Tesla model S!

That is a republish of one of Tariel's mechanical devices.  Very old.  Just look at how young Tariel looks in the video.

Even if this Atmospheric Energy collector did produce an output of 100 Watts for an input of 10 Watts it is NOT Over Unity.
No more Over Unity than a solar panel or wind turbine. Same thing goes for Tariel's devices as soon as or "if" the source of the energy is identified and quantified
it's just a matter of the device being a collector of environmental energy. An open system which would not violate any known laws of physics.
To break the 2nd law of thermodynamics as I see it from a layman's point of view, then the energy in a  truly closed system would need to increase. Or in other words something would need to be added to the Universe.

Any system that dissipates heat into the environment is not a "closed" system. I doubt there are any truly closed systems within the Universe, the only closed system is the Universe itself, being that the Universe encompasses everything in existence it must be a closed system by definition. If Multiverses exist, they exist within an overall Universe.

I have never seen a video of this device with more than two rotors on one shaft like this one. 

I have seen only this and this video of a device with two brass disks on one common shaft. This shaft was able to turn an alternator via a belt or turn by itself (without an alternator). 

Hoppy wrote that there were invisible belts in the pillow blocks leading to the bottom of the aquarium, but I was never able to see what was between the double-channel steel beams that were supporting the device above.

This is roughly how I think I'll go about trying the idea in the patent.

I pretty much have everything I'll need except the tube with the spikes, I'll have to make that.

First step is to set the tube up with the Tesla coil and the accumulator-capacitor- ground an see what happens.
